A quality project was being stalled due to a Local Authority not being willing to exercise discretion to afford the developer with a higher density, to achieve the desired infill outcome. Through a detailed amenity impact statement, critically analysing the optimal outcome the development would provide, and facilitating this message, the Development Assessment Panel was persuaded to depart form the wishes of the Local Authority, grant approval for the density bonus, which gave rise to the quality urban infill that exists on site today.
